Environmental Protection Program of Boljevac Municipality for period 2015-2020 is adopted
Assembly of Municipality of Boljevac has adopted Program of Environmental Protection for the period 2015-2020. In addition to local government and all sectors of local community, representatives of Aurora green, Zorica Isoski and Slobodan Spasic, as project coordinator, took part in this Program development.
Overall objective of the Program is to contribute to improvement of the absorption capacity of entities from the territory of the local government for the development of elements of integrated environmental management and use of institutional, programmatic, financial and technical resources to improve the local environment and quality of life.
Specific objectives of the Program are:
• Contributing to a better understanding of the environment by the subjects in the local community through the presentation of the position and role of the environment in perceptions of global, European, national, regional and local (sustainable) development, and pointing to the upcoming changes.
• Providing knowledge to entities and stakeholders from the local community on issues related to the environmental problems, potentials and limitations of problem solving and development in general, and plans and objectives of other stakeholders and the communities at global, European, national, regional and local levels.
• Providing environment and natural resources with a development-functional note, through the concept of environmental economics and the economics of natural capital, with full accountability of decision-makers, as premised on the notion that the mere environmental protection should not be an obstacle to local and regional (sustainable) development, considering the present and future dominance of socio-economic issues.
• Contribute to the protection, preservation and enhancement of the environment of Boljevac Municipality through development of integral environmental governance/management.
• Complying with all thematically relevant strategic and development documents of higher instances and those from the surroundings in order to gain better allocation of the local community resources.
• Contribute to improving the quality of life of local residents, through the advocacy of multi-disciplinary and cross-sectoral environmental policy practiced by the local government units.
The Program covers a period 2015-2020 and can be read and applied with equal importance and actuality for entire duration, given that it contains strategic, developmental and sectoral priorities, objectives and measures of all relevant and available documents and of those of a higher order, which have impact on Boljevac environment, defined for the period until 2020. Full target vertical and horizontal compliance of this Program is achieved, hence the conditions for better allocation of the local community resources are created, including those for initiating only program-project forms that carry a high degree of potential realization and have the greatest dispersion of sustainable results.
Structure and content of the Program show relations between the environmental elements and other areas of the societal development, pointing to the inevitable causal-effect nature of the relationship among them. It highlights the existing problems related to Boljevac municipality environment, which require solutions, still remains flexible enough to answer the upcoming challenges, changes, problems with which the local community will face in the coming years. Understanding and monitoring of trends and tendencies, which is infused with the Program, helps predict their character, scope and intensity, and preparing alternative developmental models for the local community.
Priorities of the Program are:
– Priority 1: Healthier, better and safer living environment of Boljevac Municipality.
– Priority 2: Development of green circular economy of Boljevac Municipality.
– Priority 3: Development of resource efficient Municipality of Boljevac.
– Priority 4: Conservation of ecosystems’ functions within Boljevac Municipality.
– Priority 5: Improving local institutional and sector capacities in field of environmental protection with a focus on development of integrated environmental management in Municipality of Boljevac.
Action Plan makes a contribution to achieving a balance between development and conservation, i.e. between the economic viability and environmental sustainability of life in Boljevac municipality. The Action Plan sets out the priorities, objectives, measures and actions, providing a holistic course of action for local and regional stakeholders in the field of the protection, preservation and improvement of the environment, yet it does it through the sustainable development of all areas of complementary synergistic affect for quality of Boljevac environment.
